My old Dell Optiplex 360 PC with a Nvidia GT 240 GFX helped me prove the concept on Windows 10 and MAME in the same Arcade cabinet using my old X-Arcade controller as input. I decided to upgrade to a new ASUS mini PC. It's quite powerful and has Radeon GFX, so it can handle some GFX stuff like MAME games. New hardware gave me new problems, but it's running pretty great now for "1942" - my favorite game. The mini PC only produces minimal heat. I'd also like to replace the VGA monitor but I can't figure out how to do that in a safe way...
